The QUANTUM project aims to create a common system across the European Union (EU) to label the quality and utility of health data for research purposes, as well as the maturity of data holders, as set out in Article 78 of the European Health Data Space (EHDS) regulation.
QUANTUM aims to establish the standards for creating this label, ensuring that it is adopted in the future as part of the descriptors of the health datasets that will be made available for research, medical innovation, and regulatory purposes – secondary use – through the HealthData@EU platform. The creation of this label seeks to establish a harmonised transparency mechanism, allowing researchers, innovators, and regulators to assess the quality and utility of a dataset for their work, thereby fostering transparency and trust in the sharing of health data across the EU for secondary use purposes.
In this regard, the first technical specifications for implementing this labelling system have recently been published:
🔹 Specification of the data sets’ quality and utility label
Establishes a set of 12 essential dimensions for measuring data quality and utility. This resulted from extensive consensus work, which culminated in the definition of the 12 dimensions and their associated metrics for a standardised assessment of data quality and utility. Therefore, this deliverable provides the necessary criteria for assessing data quality and utility. These criteria will be measured and will form part of the descriptors accompanying datasets developed with EU funding.
🔹 Specification for the assessment of data holders´ maturity
Establishes a matrix for assessing the maturity of data holders managing the quality of their data. The proposed matrix is composed by 10 key dimensions and 5 maturity levels and will be an important self-assessment mechanism, promoting the evolution of data holders regarding their internal data quality procedures.
These two specifications are a key milestone achieved by QUANTUM towards the creation of a harmonised label that provides information on the quality and utility of data, promoting transparency and trust for the reuse of health data for medical innovation, research, and regulatory purposes. SPMS uses these specifications to strengthen the health information ecosystem and promote the development of robust advanced analytics and artificial intelligence solutions based on high-quality data.
